DMOs (Destination Management Organizations) are structures that operate successfully across Europe and meet current tourism marketing needs. All stakeholders involved in tourism development can sit at the same table, decisions are made transparently, and development or promotion strategies are established by common agreement. All of this is coordinated by a professional in the field and carried out by a team dedicated to exploiting the existing tourism potential.

On October 26, 2023, at the Mihail Kogălniceanu Hall, Tulcea City Hall organized a meeting with representatives of the local business environment, with a view to establishing the "Destination Management Organization - OMD Tulcea Municipality" association, a structure intended to support tourism .

The first meeting with economic agents also meant drawing up the next steps for the establishment and approval of the Association. The organizers thanked those who responded to the invitation, the large presence (71 entrepreneurs) and the positive reactions justifying them to be optimistic about the future of the local WCO.

On December 29, 2023, the documentation related to the Tulcea Municipality Tourist Destination Management Organization received favorable approval from the Ministry of Economy, Entrepreneurship and Tourism.

Thus, at the national level, the OMD Municipality of Tulcea held approval number 20, becoming the first OMD established in Tulcea county and the fifth in Dobrogea, after the local OMDs in Constanța-Mamaia, Mangalia, Mamaia Nord Resort and the county one.

Obtaining this legal opinion came only two months after the organization of the first meeting with economic agents from the municipality and the county, an introductory meeting. Later, until the submission of the file, they organized two more meetings with local tourism entrepreneurs who expressed their desire to become founding members.

In the official meeting of March 31, 2025, 10 more entities from the local tourism sector were co-opted as associate members. Thus, OMD Tulcea Municipality reached 34 founding and associate members, becoming the second largest and most representative OMD of all those approved by MEDAT to date.
